En su mandato\u00a0 la ciudad andaluza ha recibido reconocimiento internacional por sus activos culturales, haciendo que las cifras de turistas se disparen. El compromiso de M\u00e1laga con la sostenibilidad en los \u00faltimos 20 a\u00f1os ha puesto la ciudad a la vanguardia del esfuerzo global para hacer frente al cambio clim\u00e1tico.<\/p>\n<p><strong>As a leading proponent of the UN\u2019s Sustainable Development Goals, it has become a pioneer in adapting a series of indicators for the city, making them locally relevant, to measure its progress towards the 17 SDGs.<\/strong><\/p>\n<p>Como defensor de los Objetivos de Desarrollo Sostenible de las Naciones Unidas, la ciudad se ha convertido en una pionera a la hora de adaptar una serie de indicadores para la ciudad, haci\u00e9ndolos relevantes a nivel local, para as\u00ed poder medir su avance hacia los 17 Objetivos de Desarrollo Sostenible.<\/p>\n<h4>For more than 20 years you have been the Mayor of the city of Malaga. But your career in public life goes back much further. How did you become a city leader?<\/h4>\n<p>At the end of the 1960s in Malaga, the Association of Friends of the University of Malaga was created. At that time in Spain, three new universities were created: the Autonomous University of Madrid and the Autonomous University of Barcelona and the Autonomous University of Bilbao. It was the largest city in Europe that did not have a university and there was a great citizen movement in relation to this issue. The Association of Friends of the University invited me to be part of the Association. This was a leadership exercise shared with the Association\u2019s Board of Directors.<\/p>\n<p>Durante m\u00e1s de 20 a\u00f1os, usted ha sido el alcalde de la ciudad de M\u00e1laga, pero su carrera profesional en el sector p\u00fablico se remonta a mucho m\u00e1s all\u00e1. \u00bfC\u00f3mo se convirti\u00f3 usted en l\u00edder de la ciudad? Entonces se crearon tres nuevas universidades en Espa\u00f1a: la Universidad Aut\u00f3noma de Barcelona y la Universidad Aut\u00f3noma de Bilbao. Fue la ciudad m\u00e1s grande de Europa en no tener una universidad y hubo un gran movimiento ciudadano en relaci\u00f3n con este asunto. La Asociaci\u00f3n de Amigos de la Universidad me invit\u00f3 a ser parte de la Asociaci\u00f3n. Este fue un liderazgo compartido con el equipo directivo de la Asociaci\u00f3n.<\/p>\n<p><strong>Thanks to the public projection that the Association of Friends of the University gave me, they invited me to enter the political life of that time, to help form the institutions of that period which led to the creation of the university, and to facilitate the arrival of the University to Malaga.<\/strong><\/p>\n<p>Gracias a la proyecci\u00f3n p\u00fablica que la Asociaci\u00f3n de Amigos de la Universidad me dio. Ellos me invitaron a participar en la vida pol\u00edtica de esa \u00e9poca, para ayudar a formar las instituciones de ese periodo que condujo a la creaci\u00f3n de la universidad y a facilitar la llegada de la Universidad de M\u00e1laga.<\/p>\n<h4>How would you describe an urban leader?<\/h4>\n<p>I have never felt, how would we say, called to be a leader of the masses or of large groups, but rather, I believe that there is intercommunication. <strong>You try to influence others, they also influence you, and that\u2019s a collective leadership that\u2019s shared by everyone.<\/strong> I try to do what I think is most workable at any given moment.<\/p>\n<p>\u00bfC\u00f3mo describir\u00eda usted a un l\u00edder urbano?<\/p>\n<p>Nunca me he sentido, como se suele decir, destinado a ser el l\u00edder de masas o de grandes grupos. M\u00e1s bien creo que debe haber comunicaci\u00f3n entre todos. Uno intenta influir en otras personas, ellas te influyen y eso implica un liderazgo colectivo que est\u00e1 compartido por todos. Intento hacer lo que es m\u00e1s factible en cualquier momento dado.<\/p>\n<h4>Where have you got inspiration from? Who inspires you?<\/h4>\n<p>In the 1960s, in the years in which I was studying agricultural engineering and sociology in Madrid, I learned a lot, and I identified very much with the idea of the <strong>common good<\/strong> as a service that \u2013 from the public sphere of politics, we must have.<\/p>\n<p>\u00bfDe donde obtiene sus ideas? \u00bfQui\u00e9n le inspira?<\/p>\n<p>En los a\u00f1os sesenta, en los a\u00f1os en los que yo estudiaba Ingenier\u00eda Agr\u00edcola y Sociolog\u00eda en Madrid, aprend\u00ed mucho y me identifiqu\u00e9 mucho con la idea del bienestar com\u00fan como un servicio que, desde la esfera p\u00fablica de la pol\u00edtica, debemos tener.<\/p>\n<h4>How should an urban leader act? What is their role in city governance?<\/h4>\n<p>I think the first thing is to be clear about the idea that you are in politics to serve the general interest, the common good, not the particular interest of any specific group or even the interest of your political party. You have to be loyal to the party to which you are affiliated, as is logical, but if there is an opposition of interests,\u00a0 the general interest and the common good must come first.<\/p>\n<p>\u00bfC\u00f3mo deber\u00eda actuar un l\u00edder urbano? \u00bfCu\u00e1l es su papel a la hora de gobernar una ciudad?<\/p>\n<h4>Why tackle climate change with a systemic approach?<\/h4>\n<p>I deeply believe that an ambitious action, such as climate action, must be very holistic, and must be based on all the mechanisms we have to reduce the contribution of CO2 to the atmosphere. It is the key element. When we try to be sensitive in terms of climate, to stop climate change, it is what we have to do. From the reduction of electricity consumption to the promotion of public transport, cycle tracks and savings in water consumption. There are a thousand ways to do it.<\/p>\n<p>\u00bfPor qu\u00e9 hay que abordar el cambio clim\u00e1tico con un enfoque sist\u00e9mico?<\/p>\n<p>Creo profundamente que una acci\u00f3n ambiciosa, tal como la lucha contra el cambio clim\u00e1tico, debe ser hol\u00edstica y debe estar basada en todos los mecanismos que tengamos para reducir la emisi\u00f3n de CO2 a la atm\u00f3sfera. Ese es el factor clave. Cuando intentamos ser sensibles en t\u00e9rminos de clima, para detener el cambio clim\u00e1tico, eso es lo que tenemos que hacer: desde la reducci\u00f3n del consumo de electricidad a la promoci\u00f3n del transporte p\u00fablico, carriles bici y ahorros en el consumo de agua. Hay miles de modos de hacerlo.<\/p>\n<h4>What do the Sustainable Development Goals (SDGs) mean for the city?<\/h4>\n<p>We have to feel the responsibility and satisfaction that by working at the local level we can contribute to the solution of global problems, and the best way to solve global problems is by working at the local level. Especially when at the local level, cities are going to have more and more inhabitants. The objectives are very ambitious and there are 11 years left before the goal in 2030. If we do not hurry, and if we do not measure how we are doing, we will not achieve it.<\/p>\n<p>\u00bfQu\u00e9 significan los Objetivos de Desarrollo Sostenible para la ciudad?<\/p>\n<p>Tenemos que sentir la responsabilidad y satisfacci\u00f3n de que cuando trabajamos en un plano local podemos, a su vez, contribuir a la soluci\u00f3n de problemas globales y el mejor modo de resolver problemas globales es trabajar a nivel local. Especialmente cuando a nivel local, las ciudades van a recibir cada vez m\u00e1s habitantes. Los objetivos son muy ambiciosos y nos quedan once a\u00f1os antes del objetivo del 2030. Si no nos damos prisa y no evaluamos lo que estamos haciendo, no lo lograremos.<\/p>\n<h4>What do small and medium-sized cities need to do to improve their resilience?<\/h4>\n<p>In each of the 17 SGDs there is a place for our proactive action. Apart from being a resilient city, we have to be able to resolve, respond well when there is a crisis. For instance, when there is a problem of heavy rains, which is an issue we have to deal with in Malaga, we must tackle this so that the city isn\u2019t so fragile in some areas. There is still a long way ahead in this area.<\/p>\n<p>\u00bfQu\u00e9 necesitan las ciudades peque\u00f1as y medianas para mejorar su resiliencia?<\/p>\n<p>En cada uno de los 17 Objetivos de Desarrollo Sostenible queda un hueco para nuestra acci\u00f3n proactiva. Adem\u00e1s de ser una ciudad proactiva, tenemos que ser capaces de resolver, responder bien cuando haya una crisis. Por ejemplo, si hay un problema de lluvias torrenciales, que es un asunto que debemos abordar en M\u00e1laga, debemos tratar de combatir este problema de tal forma que la ciudad no sea tran fr\u00e1gil en algunas zonas. Nos queda todav\u00eda un largo camino por recorrer en este sentido.<\/p>\n<p>And we have to be resilient, especially on the social and economic level, where education is key, which is another SGD. <strong>Quality education for all. The more quality education there is for all, the more resilient society becomes, the more responsive it will be both in crisis and in non-crisis times<\/strong>. Of all the objectives, the most important is education because that gives you an answer to everything.<\/p>\n<p>Y nosotros tenemos que ser resilientes, especialmente en un plano social y econ\u00f3mico, donde la educaci\u00f3n es un elemento clave. De hecho hay un Objetivo de Desarrollo Sostenible que se llama \u00abEducaci\u00f3n de calidad para todos\u00bb. Cuanta m\u00e1s educaci\u00f3n de calidad haya para todos, m\u00e1s resiliente se convierte una sociedad y sensible ser\u00e1 tanto en tiempos de crisis como de bonanza. De todos los objetivos el m\u00e1s importante es el de la educaci\u00f3n porque da respuesta a todo.<\/p>\n<h4>Do you think that the threat of climate change can be approached as an opportunity to transform economic and social systems?<\/h4>\n<p>I believe that there is a source of opportunities, new opportunities are created. Circular economy is a very clear opportunity from the point of view of business models, including business opportunities. A thousand aspects that arise, how to eliminate plastics from life or substantially reduce the use of plastics, promote another way of transporting products, and so on.<\/p>\n<p>\u00bfPiensa usted que al amenaa del cambio clim\u00e1tico puede ser abordada como una oportunidad para transformar los sistemas econ\u00f3mico y social?<\/p>\n<p>Creco que hay una amplia gama de oportunidades y que cada vez se crean m\u00e1s. La econom\u00eda circular es una oportunidad muy clara desde el punto de vista de los modelos de negocio, incluyendo oportunidades empresariales. Hay miles de aspectos que surgen, desde c\u00f3mo eliminar pl\u00e1sticos en nuestra vida o c\u00f3mo resucir el uso de pl\u00e1sticos, promover otro modo de transportar productos, entre otros.<\/p>\n<h4>How can EIT Climate-KIC help cities in this transition?<\/h4>\n<p>And I am very excited about how Climate-KIC can help us because we can share many experiences. We can develop models inspired by those experiences based on the University of Malaga and the European Research Centres linked to the KIC and the experience of other cities. We can also do concrete things in Malaga, some of it is already being worked in that direction.<\/p>\n<p>\u00bfC\u00f3mo puede EIT Climate-KIC ayudar a las ciudades en esta transici\u00f3n?<\/p>\n<p>Y yo estoy\u00a0 muy entusiasmado sobre c\u00f3mo Climate Kic puede ayudarnos porque compartimos muchas experiencias.
